Facing deadline, Kempner council makes plans for hiring city manager

In a workshop session Tuesday, the Kempner City Council discussed the possibility of making the soon-to-be-created city manager position a full-time job.
Last month, Kempner voters approved a ballot proposal to create the city manager form of government. As a result, the City Council is required by state law to appoint a city manager by Jan. 26, Mayor Dr. Keith Harvey said.
