Voters ratify 13 of 14 amendments on ballot

Texas voters who participated in the Nov. 7 Constitutional Amendment Election approved all but one of the changes proposed for the state constitution. The only measure to be rejected statewide was Proposition 13, which would have raised the mandatory retirement age for state judges and justices to allow them to stay in office longer.
