City Manager David C. Williams II submitted his resignation Tuesday before the Kempner City Council regular meeting.
The council approved his resignation with a 4 to 1 vote after executive session, with Place 2 Thomas Combs voted in opposition.
In his July 12 letter, Williams said the decision was not easy.
