Lampasas ISD trustees look at generating funds
In a workshop session Monday night, the Board of Trustees of the Lampasas Independent School District heard a presentation on a plan to generate additional funds for the district’s coffers.
A series of meetings will be scheduled to educate the public when more specific plans are formulated.
At its regular meeting Monday, Superintendent Randall Hoyer was given authority to execute an agreement with the Central Texas Armed Services YMCA for a daycare at Taylor Creek Elementary School for the 2010-11 term.
YMCA offers before- and afterschool daycare to more than 1,300 children in 36 schools, including those in Copperas Cove and Killeen. Hours are 6 a.m. to 6 p.m.
The YMCA also provides summer care, Christmas camps, and care on teacher in-service days and early dismissals.
Students receive snacks and participate in games and activities, crafts and outside play on a 1:15 staff to kids ratio, with a minimum of two staff members on hand. A homework time also is set aside.
A presentation from YMCA staff indicated rates are comparable to daycare costs and start at $55 per week for after-school care, and $55 for both before- and after-school care. The cost is $70 per week during the summer.
YMCA officials said they handle all aspects of daycare, with the school district providing space to gather. “All costs and set-up fees are incurred by the YMCA.”
Club officials said they are not competing with area daycare centers but are offering an alternative at the school site.
In other business, trustees agreed to continue with the current auditor -- Singleton, Moore & Co., LLC -- which has been used by the district for the past six years. With audit requirements increasing, fees also are going up, said Shane Jones, LISD business manager. Last year’s rate was $15,000, and the new rate is $18,000.
“The price is competitive with other school districts around us,” said Jones.
The only stipulation board members made is that they would like to receive the audit earlier to give them additional time to study it.
Trustees also agreed to establish an Academic Advisory Committee as an additional form of communication between the superintendent, the district’s leadership team and trustees. Hoyer and LISD Board President James Briggs will serve as ex-officio members, and trustees Linda Floerke and Dan Claussen will serve on the committee.
In his monthly report, Hoyer noted that enrollment is down by 29 students -- mostly due to a decline at the high school. Last month, the LISD’s enrollment was 3,346, and this month it came in at 3,317.
“Enrollment is the only way to generate additional funds,” said Hoyer, who noted the total is still up from the end of last year.
The superintendent said he is pleased to see attendance climbing to just above 95 percent, an increase from last month’s 94 percent.
Jones reported that a number of district projects are completed or nearing completion. The press box at the new high school has been installed, but rain is hindering construction of several new sidewalks there.
Security system installation at the high school and Taylor Creek is set to begin, the business manager added.
Jones said the LISD didn’t have to go into the $1 million set aside for completion of bond projects. “Most everything came in under budget, including the restroom and concession stand, projectors and screens, canopies, the band marching area, the greenhouse, underground drainage and field lighting.”
Said Briggs: “Though we were anticipating having to spend some of the $1 million fund balance, it turned out real good for students, taxpayers and for the school district.”
In its consent agenda, resignations were accepted from those who plan to retire at the end of the school year. They include Jani Edwards, assistant principal, high school; Nelda Fortune, asisstant superintendent for curriculum and instruction; Claudia Kellner, eighthgrade reading, Lampasas Middle School; Trent Lancaster, teacher/ coach, LHS; and Betty Word, second grade teacher, Hanna Springs Elementary.
Resignations of other school personnel, effective June 5, were accepted from Derek Cain, teacher/ coach, LHS; Rebekah Carroll and Amanda Forsythe, teachers/ coaches, LMS; Wendy Gholson, third-grade, Taylor Creek; Kelsi Page, music, Kline Whitis Elementary; Tommie Parker, first grade, Hanna Springs; and Lamonica Shipp, English, LHS.
