City park topic of Kempner meeting
The Sylvia Tucker Memorial City Park was the main topic of discussion at the recent Kempner City Council meeting.
Other than the routine approval of minutes, accounts payable for payment and the financial statement, the only other action item was approval of two new members to the City Park Committee.
The council ratified Mayor Gene Isenhour's appointment of Kempner residents Gary and Kitty Guyer.
Isenhour said with these appointments, the park committee is full and complete.
"I hope we can do a good job and help the committee to develop a good city park," Mrs. Guyer said.
Isenhour said he recently met with the Kempner Water Supply Corp. Board of Directors concerning a water line to the park.
"Kempner Water Supply has been very cooperative," the mayor said. "They have completed a survey of the proposed line."
After the survey, it was determined the water line would have to be about 3,500 feet to reach the park, and a rough estimate of the cost would be around $4,000.
Isenhour said it was the consensus of the board to help the city in any way it could. The council did not take action on paying for the water line.
"We are not in any hurry to install the water line until more definite plans are finalized for the park," Isenhour said.
The city attempted to get three bids for a 700-foot fence on the west side of the property, but only two were obtained. It expects to award the job to the lowest bidder, and installation should begin in a few weeks, the mayor added.
Isenhour also said he had received an e-mail from Oncor concerning construction of a high-voltage power line from Kempner to Killeen. The company wanted to confirm that if the line were constructed north of U.S. Highway 190 it would cross the city park property. The mayor said he faxed Oncor a copy of the proposed site, which the line would cross.
Isenhour added that at the meeting he attended with Oncor representatives, he was told the company did not want to cross a recreational area with a high-voltage line.
Also, the park committee has talked to a contractor about construction of a large stone entrance, and a welder has been contacted about installation of a metal gate for the park.
"It is still my goal to have some type of veterans' memorial in place by Veterans Day and have a Veterans Day observance," Isenhour said.
In other business, the mayor said the city is planning its own National Association of Town Watch "Night Out" later this year.
"The city of Lampasas has had a Night Out for some time, and I think we need one in Kempner," he said.
The police chief has been working on the program and already has received several hundred dollars in donations to cover expenses. The city plans to have representatives from the Kempner Volunteer Fire Department, Lampasas County Sheriff's Department, Texas Department of Public Safety, Capital Ambulance and Kempner Police Department at the event.
Isenhour said more specific information on the program would be available when final plans are completed.
"We want all parents to bring their children to meet the people who provide these needed services," he said.
Kempner City Council will meet again in regular session July 14 at 7 p.m. in City Hall Council Chambers.
