Highland Lakes group to gather

Debbie Carter, a member of the Highland Lakes Democratic Women, researched "Earmarks" that have been getting quite a bit of attention during this year's election. She shared her findings with the group at the recent meeting.

The dictionary defines earmark, she said, as a designation (as in funds) for a specific user or owner -- as in money earmarked for education.

"Only a member of Congress can actually request an earmark," Ms. Carter said. "But basically anyone can actually make a request to their U.S. senators and representatives to pursue an earmark on their behalf."

Some congressional offices have restrictions on who they will advocate for, she said.

In the 2008 budget, about onehalf of 1 percent went for earmarks.

"Since people are elected to serve their constituents, they do so by helping get money for projects that local voters see as necessary," Ms. Carter said. "So, earmarks are wasteful spending on getting your fair share."

Much discussion ensued from group members.

Marti Pogue, president, reported the next meeting will be Nov. 20 due to Thanksgiving.
