City Council rejects bids for Hanna Springs pool

In a special meeting Monday, the Lampasas City Council rejected all bids for renovation of Hanna Springs Swimming Pool.

Councilman Robert McCauley's motion, which passed 6-0, stated all bids for the pool project were deficient because none met all the criteria the council and city staff set. Debbie Fuller was absent.

Some applicants submitted bids without references, City Manager Michael Stoldt said, while others did not answer all questions city officials asked.

"One of the big inconsistencies is nobody bid on the base bid," Stoldt said. "The one that did didn't guarantee the work."

Aquatic Renovation Systems submitted a base bid of $543,514 to replace the existing marcite pool finish with a PVC membrane liner and an alternate bid to install a new gutter system. The company provided a 15-year guarantee for its voluntary alternate bid but did not guarantee the base bid.

Two companies submitted alternate bids only.

City staff plan to accept a second round of bids in two weeks, Stoldt said. Bid invitations will ask for prices on installing a PVC liner, rather than for replastering, the city manager added.
