The time to talk about water is when it is raining. The things we need to do are not easy, and no matter what is done someone is not going to like it.
Water shortages are caused by three things: natural calamities such as droughts; increased human consumption; overuse and wastage of water. We cannot control the amount of rain we get but only how we use it.
