After a lengthy discussion, Kempner City Council members decided not to approve a new ordinance regulating the discharge of firearms within city limits. The council turned down the proposed rules during its regular meeting on April 8.
Members, however, agreed to amend the noise ordinance to include gunfire at night, based on hunting guidelines from the Texas Parks and Wildlife Department.
